Fintechs Pick up MDR Tab, Enjoy Trader Float

Merchants would undoubtedly opt for an exemption from the MDR, typically between 2% and 3% of the purchase value, only if they are severely short of cash. Otherwise, it wouldn’t make sense for them to give up the float.

In an effort to expand their business networks, fintech intermediaries have come up with an innovative settlement scheme whereby they forgo the business discount rate (MDR) on offline card transactions. This allows offline merchants to opt for a deferred settlement of a transaction by not disbursing the MDR rather than settling it the next day. The payment intermediary has access to the merchant’s float until the transaction is settled.

Merchants would undoubtedly opt for an exemption from the MDR, typically 2-3% of the purchase value, only if they have a severe cash shortage. Otherwise, it wouldn’t make sense for them to give up the float.

Industry sources said that BharatPe and Paytm are among the companies offering this form of settlement. Emails sent to the two companies did not get a response as of press time.

Mohit Gopal, Senior Vice President and Head of Strategy at PayU India, said the practice is not necessarily wrong. “On the offline side, this happens. As long as it makes business sense between the fintech and the merchant, that’s fine. If you are a cash flow trader, then this is acceptable to them, ”he said.

An executive of a fintech, which offers this facility, explained that when the customer swipes the card, merchants have two options: opt for a regular settlement or receive the money within 15 days through the application. “Beyond 15 days, we have resigned from the MDR charge. We pay the charge to the bank in question for all transactions,” said the executive. His company believes that MDR in card transactions is heading at a level of 2% except for Rupay, where MDR is already zero.

Sachin Shettigar, EVP, (Merchant Incorporation, Risk and Settlement), Mswipe, told FE that the company does not offer merchants a deferred settlement service, but pays all of its merchants on a T + 1 basis and, for transactions QR, on the same business day. “This is in line with the 2009 RBI guidelines for commercial payments by intermediaries,” said Shettigar. The only exception is for online transactions where payments can be made on a T + 1 basis with the T depending on the agreement with the merchant.

Since RBI’s 2021 guidelines on regulating payment aggregators and payment gateways do not apply to offline players, fintechs can use their discretion for settlement practices. Emailed inquiries to the RBI regarding its stance on the 15-day offline settlement option went unanswered. A former RBI executive said innovation bears the marks of a loan product. “If this is happening then it is quite surprising because it will also involve banks and card networks which tend to be more compliant than fintechs. I don’t think the RBI views this kindly, ”he said.

Coronavirus LIVE updates: India reported 60,800 new cases in the last 24 hours. With this, the total number of coronavirus cases in the country has reached 29,822,764. Kerala reported 12,469 new infections, followed by Maharashtra (9,798), Tamil Nadu (8,633), Andhra Pradesh (6,341), Karnataka (5,783), Delhi (165), and West Bengal (2,700).

The five states most affected by the total cases are Maharashtra (5,926,919), Karnataka (2,777,752), Kerala (2,786,412), Tamil Nadu (2,406,497), Andhra Pradesh (1,839,243).

Global coronavirus update: Covid-19 continues to spread around the world, with more than 178,585,406 confirmed cases and 3,866,620 deaths recorded in nearly 200 countries since China reported its first cases in December 2019. Google has promised eight different configurations of the virtual machines, with a virtual machine having up to 60 vCPUs and a vCPU with a memory of 4 GB. Meanwhile, the network bandwidth can go up to 32 Gbps.

According to Google, these virtual machines would help customers deal with workloads that require more data. The company also touts these virtual machines as offered at relatively lower costs, with costs that vary based on configurations. It should be noted that the system would arrive in the third quarter of this year and the company has opened pre-registration for customers.

The move is expected to impact the virtual machine industry, but it will also affect the chip industry, where things are already getting very competitive.

Intel has long been an industry leader due to its extensive ties with PC and laptop manufacturers. However, Apple took the processor by surprise last year when it announced its move away from Intel for its Mac in favor of its internal M1 chips, just as Apple’s PCs saw growth of a whopping 49% last year. Amid this, AMD has also been looking to expand its customer base, and Google’s use of the chipmaker’s processor in its Tau VMs is likely to boost AMD’s market share.

Deloitte tells staff they can work from home forever

Deloitte has told its 20,000 UK employees that they can work wherever they want when Covid restrictions are lifted as the accounting firm takes a fully flexible approach.

In an email to staff on Friday, Richard Houston, Deloitte’s senior partner and chief executive officer, said he will not force employees to be in the office for a specified number of days or at specific locations.

“That means our people can choose how often they come to the office, if they want to, while focusing on how we can better serve our clients,” he said.

“This is a fantastic opportunity for us to reap the benefits of the past 16 months of being able to spend more time at home, while our people can be flexible in how they work and reconnect with colleagues and the office as needed.”

MPC: Needs both monetary and fiscal steps for recovery

The central bank’s Monetary Policy Committee (MPC) is unanimous in its belief that India’s incipient economic recovery must be supported by an accommodative stance, as price pressures reflected in the latest consumer inflation impressions and producers, would be alleviated when temporary supply bottlenecks are removed.

Both monetary and fiscal support, the MPC believes, are necessary to ensure that the lawsuit is not a victim of the pandemic, the minutes of the committee meeting held earlier this month showed.

Consumer inflation exceeded the upper band of the central bank’s tolerance threshold in May. However, the MPC voted in favor of keeping the prevailing repo rate at 4% and continuing a supportive stance, for as long as necessary, to fuel a fragile economic recovery.

Fiscal measures, in addition to monetary support, could help achieve the dual objective of reducing inflation and sustaining demand.

“Active and timely policy measures on the supply side with regard to gasoline and diesel, edible oil and legumes, among others, would be essential to achieve a lasting softening of price pressures,” said the governor of the Reserve Bank of India (RBI), Shaktikanta Das at the MPC meeting.

To be sure, bond yields have risen after the RBI’s status quo on official rates despite mounting concerns about inflation.

“Retail inflation is not yet predominantly driven by demand, and accepting the sacrifice of production at this stage may not be the best policy option,” RBI Executive Director Mridul Sagar said at the MPC meeting.

The Indian economy is expected to expand at a slower pace than described above, with the MPC reducing growth projections for FY22 to 9.5% from 10.5%. To cool prices and keep demand resilient, the focus must be on removing supply bottlenecks.

Committee members believe the price increase is due to supply-side constraints brought on by restrictions on mobility and business operations in the wake of the second wave of Covid.

These pressures should ease once economic activity returns to normal, according to the MPC minutes. “The current prevailing view is that global price pressures are temporary and are expected to ease as supply chain disruptions and congestion are overcome,” said Ashima Goyal, external fellow and professor at IGIDR.

The recent initiative by a group of ministers to monitor supplies is seen as a welcome step by the MPC.

“(This) must be accompanied by the proactive actions necessary to prevent the costs of imported inputs from adding to inflationary pressures,” said RBI Deputy Governor Michael Patra.

As more states lift the locks, prices are expected to drop.

“Alleviating price pressures will require a more efficient operation of the commercial and logistics infrastructure, supported by the easing of the movement,” said outside member Shashank Bhide, senior adviser to NCAER.

Vaccines have been found to reduce the chances of hospitalization by 75 to 80 percent in studies conducted among healthcare workers, underscoring the role of vaccination in protecting against Covid-19, VK Paul said, NITI Aayog health member and president of the Covid national working group.

Paul said studies have found that the chances of oxygen requirement among vaccinated healthcare workers were only 8 percent and ICU admission was only 6 percent. “Healthcare workers are the most vulnerable during the pandemic. Despite being a high-risk group, studies have shown that vaccines protect and reduce the possibility of serious diseases,” Paul said.

Ensuring that there would be a systematic flow of vaccines into the private sector, Paul said state governments are aggregating information on the spread of private facilities, their demand and ability to absorb the vaccine supply based on which doses will be available.

According to data from the Ministry of Health, 53 percent of all vaccines administered in the last six weeks are in rural areas. “Vaccination will be accelerated with the participation of the state, the center and the private sector,” he said.

According to the new guidelines that will take effect on June 21, states would have to aggregate the demand for private hospitals taking into account the regional balance and the equitable distribution between large and small hospitals.

Referring to the recent serosurvey by the Indian Institute of Medical Sciences and the World Health Organization, Paul said that children have been as affected as adults in the pandemic, although it has been a mild infection. However, he said the public-private sector will work together to ensure that there is enough infrastructure to provide specific treatment for children.

“If the virus mutates and starts to affect growing humans, then we have to be prepared,” Paul said. The AIIMS-WHO study found seroprevalence: prevalence of Covid 3 antibodies in 55.7% of those between 2 and 17 years old and in 63.5% of those in the group over 18 years of age.

Paul also said that even with a high degree of seroprevalence, the situation should not be taken for granted. Previous data have shown a high degree of seropositivity in the population of Brazil and even in Delhi, but the variant caused a large increase in infections in the last wave.

A nearly 85 percent decline in daily new cases has been seen since the highest peak reported on May 6.

A sharp 81 percent decrease in weekly case positivity rate has been observed. It was the highest at 21.6 percent between April 30 and May 6 and dropped to around 4 percent in the last week, according to data from the Health Ministry. The Covid-19 positivity rate is less than 5 percent in 513 districts, he said.

Global Fund Managers Say Commodities Are Busier Than Bitcoin; increased allocation to technology stocks

Bitcoin has been overtaken by commodities as the busiest trade in June, according to the Bank of America Global Fund Managers Survey. Data from the latest survey shows that 26% of respondents believe that ‘long commodities’ are now the busiest trade. Bitcoin’s sharp switch to commodities comes after the cryptocurrency plunged more than 30% between mid-May and the end of the month. Previously 27% of fund managers had aligned themselves with ‘Long bitcoin’ as the busiest trade, now only 21% believe that to be the case.

Booming commodity cycle

Commodity prices have soared in recent months as the world economy approached reopening. Demand for materials has increased, driving up the prices of steel, copper and crude oil. Steel stocks have seen a significant rebound as prices soared. Rates are expected to remain high with China cutting production for environmental reasons. Crude oil has also passed the $ 70 per barrel mark, hitting multi-month highs. “The allocation to commodities was stable at a net overweight of 27%. The current allocation is 1.9 standard deviation above its long-term average, ”revealed the BofA survey of fund managers.

Increase allocation to technology stocks

Additionally, the 224 fund managers with $ 667 billion in assets under management said tech stocks were back in favor. In May, investors had cut the weighting of tech stocks by more than 8 basis points; in June, the weights increased from 11% to 22%. The commitment to technological actions is not temporary. Defensives, meanwhile, have been left out with a 39% underweight in utilities and a net underweight in commodities of 4%.

Inflation only temporary

Speaking of inflation, up to 72% of survey participants say inflation is temporary, while only 23% say inflation is permanent. On the economic front, 48% of investors believe that the economy is in the middle of the cycle and is now out of the initial cycle. “Assuming the ‘transitory inflation’ consensus is correct, the ‘spike’ in earnings and growth expectations means that the investment cycle just goes from the initial cycle to the mid cycle,” said BofA.

Biden’s bill guarantees that in the future, policyholders will pay no more than 8.5% of their income on health coverage, compared to 10% previously. And low-income members will receive subsidies that eliminate their premiums entirely.

The new rules also open assistance to everyone earning more than 400% of the federal poverty level, which equates to approximately $ 51,000 for individuals and $ 104,800 for a family of four.
